2. Ichiki KitokuroIchiki Kitokuro was a Japanese statesman in the Taishō and Shōwa periods. Ichiki was born is what is now Kakegawa, Shizuoka Prefecture. He graduated from the Tokyo Imperial University in 1887 and entered the Home Ministry the same year. In 1890, he was sent to Germany for further studies, returning to Japan in 1894. In 1902, he became Director-General of the Cabinet Legislation Bureau. In 1925, he became Imperial Household Minister and in 1934 was appointed chairman of the Privy Council.
