Article 65 of the Road Traffic Law stipulates the “Prohibition of Driving Under the Influence of Alcohol.” The next article, Article 66, clearly states, “In addition to the cases prescribed in paragraph 1 of the preceding article, a person shall not drive a vehicle when he or she is likely to be unable to drive under normal conditions due to overwork, illness, or other reasons.” In other words, one must not drive a vehicle not only after drinking alcohol, but also when one’s cognitive function is unsteady due to lack of sleep, fatigue, or other reasons.— Jreibun
