From 2020, 徳 is being taught in grade 4 (as all kanji that are used in prefectures). Previously it was in grade 5 Leebo at 2020-05-29 03:07:26 UTC I think most of the kanji data comes from KANJIDIC2, and so that would probably be the place to recommend any changes.
