Also means to witness?

Currently using manga to help with kanji and this was used in place of "to witness"

No idea what you're talking about, the word "witness" in English has so many different meanings. Maybe you wanna write down or take a picture of the manga page you're talking about?

If you say 新年を迎える, then a possible English translation could be "witness the New Year", so yeah it's possible but this example is kinda pushing the boundaries a little.
