わう is a historical pronunciation, from Middle Chinese hjwang. It is not common in modern Japanese.

The spelling わう was used until 1946. The pronunciation わう probably hasn't been used for hundreds of years.
This is the same reason the particles は, へ, and を are pronounced わ, え, and お. Spelling isn't always the same as pronunciation.
