Why is び being used here?

I tried looking it up in the dictionary of basic Japanese and couldn’t find any information there.

It's the stem of the verb 学ぶ. Many nouns are formed from the stems of verbs. Some common ones you might/probably already know include

はなし (story) from はなす (to talk)
かち (victory) from かつ (to win)
つづき (continuation) from つづく (to continue)

The reason it's called the stem, or ます stem, is because it's what you can use to make form of verbs that ます attaches to.

はなします
かちます
つづきます
まなびます
