personally, i think it's just the quirk of conversation. it's like we keep saying things etc but dont really think too much about its meanings. here, they are trying to say that they are not THAT close (to be able to say, with great pride and determination, FRIEND!) BUT still can casually be called friends because.... they in the same class, or work in same place, or just happen to hangout for leisure purposes (which is uncommon for just 知り合い)
