Well, the translation "not to be taken lightly" isn't really correct (but I'm not a native English speaker), but just looking at the Japanese it seems fine. The sentence is probably taken from a movie or TV show, so it's spoken word and not formal writing.

Ah, yes the Ruby is wrong, it should be 侮りがたい then the translation makes more sense :)
