惟神 or 随神の道 origins

Do you know when this phrase came into usage? If so, I would appreciate your insight.

Apparently first usage was in 日本書記 at 第三十六代孝徳天皇の詔 (~early 8th century).

「惟神(惟神は神道(かみのみち)に随(したが)ふを謂(い)ふ。亦(また)自(おの)づからに神道有るを謂ふ。)も我が子治らさむと故(こと)寄させき。」

My dictionaries list mostly examples from 万葉集 (~late 8th century).
