惟神 or 随神の道 origins

Do you know when this phrase came into usage? If so, I would appreciate your insight.

Apparently first usage was in 日本書記 at 第三十六代孝徳天皇の詔 (~early 8th century).

「惟神（惟神は神道（かみのみち）に随（したが）ふを謂（い）ふ。亦（また）自（おの）づからに神道有るを謂ふ。）も我が子治らさむと故（こと）寄させき。」

My dictionaries list mostly examples from 万葉集 (~late 8th century).
