Tobira lists five examples of this construction. The following is the only one in which て is omitted.

これはアメリカについての本だが、英語ではなく、スペイン語で書かれている。

I don't understand when the て should be included or omitted. Any help appreciated.

Omitting て is more formal, and less likely to be done in spoken language. There's nothing about the sentence that makes omitting て mandatory or anything.
