What does 完成図 mean?

This word appears a lot in a character design book I have, the translation appears as "Completion Drawing" but I don't think that's what it's supposed to mean?

When I searched for it, I came across the term "as-built drawing", which is not something I was familiar with, but it appears to be design jargon.
