It's considered an adverb because it can be used like an adverb... There are lots of examples of this usage.

Why is this phrase considered adverbial, rather than a noun phrase?
You sure this phrase is adverbial? This is how my friend (a native speaker) used it, which caused me to look it up:
私は自分が出来る限りの手段全てを使っている。
