It only makes sense if someone asked them about the weather to quiz them or something. You can see it in the kanji that are used in the word. 正しい解答 (correct response, correct solution). Someone just saying a thing that is a fact without being prompted can't be a response or a solution.

Is this used only as a noun describing the solution to a problem/puzzle?
For example, if someone writes " it will be sunny this weekend" could this apply?
