で with time expressions

Up until today, I thought only the に particle was used with time expressions (三月に、三時に、etc) and then I saw these two example sentences while studying:

スーパーは22時で終わるのに対して、コンビニは24時間開いている。
彼らは次の月曜日で二か月当地に滞在していることになる。

Is there a certain rule as to which one I need to use depending on the expression, or can I use whichever? Thank you in advance.

一般的にはどちでもいいかなーと思いますが 特に話をするときはあんまり気にはしませんけど 
詳しく分けてしまうと なんかそこそこの違いがあるんじゃないかなと思います。
会話のときはあんまり気にしないこと。

Well basically I think both of で and に have not much different(In that case).We could use both "De" and "Ni"(In that case) I think
but If we split in detail there is a lot of different tho But I would like to say if it is for speaking I won't mind if I were You
