If you're referring to young people who seem to sprinkle さ into their speech every few words, that's just a speech quirk, like English speakers who say "like" or "ya know" 5 times per sentence. It's filler.
The other meanings of さ listed in the dictionary are different and tend to only show up one time in a sentence if they appear at all.
