Jisho doesn't make the dictionary entries. They are taken from free dictionary databases. You can submit words to the database here.

However, I opened up my Koujien dictionary (really big, fairly "authoritative" Japanese dictionary) and didn't see this word. So I'm not sure it needs to be in here, unless you have something else to back it up.
If that's the case, why does the kanji page on jisho for 令 include the English translation of "good" while the Jim Breen site doesn't include that translation?
BBC123 - WWWJDIC does also includes the English translation of "good" for 令. KANJIDIC2 (which is what Jisho uses) is maintained by Jim Breen.
