How does this work?

It has a lot of meaning. I usually encounter this expression on news articles and can't seem to find a valid translation for it. Can somebody explain the grammar behind this?

Do you have an example of a situation where you think no possible translations fit? It depends entirely on context, but I would say in news articles, my first guess would be the "to regard as" or "to suppose" meanings.

Apparently, it means "trying to do something", as Tae Kim says.
