I don't know about Interac, but JET does not require you to have any prior Japanese knowledge. They will even teach the basics if you get selected and still don't know any Japanese yet. The only thing is studying Japanese can be seen as one aspect of your commitment to the program, but there are other ways to separate yourself from the crowd as well.

JET is a government program. Interac is a private company. Both supply Japanese schools with ALTs (Assistant Language Teachers). Basically you can work in Japan in a school and help teach English.
