Usually that kind of thing would just be its own dictionary entry. Jisho has no direct control over the dictionary databases. There's a link on each entry here that can take you to the database to propose an edit to the appropriate database.
But as I said, I don't think that's what should be done here. For instance, a similar expression, に違いない, is not on the 違う entry, but as its own thing.
You can propose new entries on the jmedict website.

に決まっている grammar
This really should be edited to include information about the grammar に決まっている that is widely used as "It goes without saying" or "Needles to say"
ex: 冬は寒いに決まっている : It goes without saying that it's cold in winter.
