What is your expert opinion on http://jisho.org/search/令%20%23kanji ?
Btw it doesn't matter in what way you write it they're both correct, but if you ask any Japanese person that learned writing kanji in school, they'll probably tell you that the way it is right now on Jisho.org is how they'd write it. (Actually they're probably scribbling something down that doesn't look like kanji at all, or maybe that's just my boss.)

The list that the first link is talking about: http://www.mext.go.jp/a_menu/shotou/new-cs/youryou/syo/koku/__icsFiles/afieldfile/2016/10/27/1234920.pdf You can find your friend in 5th year, third line from the bottom, right half.
Jisho has the same diagram as on kakijun.jp
I don't see what the issue is.
備 stroke order diagrams incorrect
The stroke order diagrams for 備 use the Chinese version of the character with a shortened 7th stroke rather than the Japanese version. This might cause some confusion for people who are learning to write this character correctly in Japanese.
