Stomach and belly can be used interchangeably in English. Not every reference to "stomach" means the literal internal organ.

Just to clarify, I mean there are times when such interchangeability exists. If someone says their stomach hurts, they don't necessarily mean the organ, and we can use お腹 in that scenario in Japanese.
