How is this a word?

I know lots of Americans want to do this now, but since when did moving to Canada have its own word?

It's not exclusive to Canada.
渡 + "country abbreviation" exists for many different countries, but these words are not exactly commonly used. For example: 渡米、渡英、渡仏、渡独、渡伊、渡西、渡露、渡中、渡鮮、渡台、渡印、渡土、渡墨、渡伯、・・・
