A little help for a beginner

Hello,
I don't understand the use of 枚 to count two adults. Why is not 人 ?

I think the person here is not ordering actual human beings, but maybe just tickets or something else that you would count with 枚 that are intended to be for adults. So yeah, it's not counting people, but tickets.
