Freshman

Could this be translated as freshman? Or is it more like a first grader?

Yes, if the context is college/university, it would be freshman.
Not in the context of high schools, though, since first year of high school in Japan is American 10th grade

It could still be valid to say "freshman" even in the context of high school. Some places in the US have high schools that are only grades 10-12, and I believe in that case the students are referred to as "freshmen", "sophomores", and "seniors".
