Particle for 遊ぶ

If the younger sister played with another person, would the particle used still be で?
Or, could it be と?

Attaching で to a noun with 遊ぶ means it's the thing you are using to play. So yes, と means "with" in the sense of "together" here, and is appropriate for attaching to a person.
