In situations where conveying a high level of respect is important. In everyday life, this is often in business or work situations. For instance, when you talk about a customer in a business, or when you talk about the parents of your kids at your school as a teacher.
It's pretty unusual for people to use 様 sincerely among people they know outside of that kind of context. You might hear it a lot in anime or manga, but it's not a good idea to base your language usage off of fiction.
On exception is that 様 is used on envelopes for the intended recipient. It doesn't matter what the relationship is between the two people (even a parent sending a letter to their own child would use 様 in this case), unless there is some specific situation that overrides it (like if they are a 先生).
