Most people will use them interchangeably. And if you look up one, you'll often see the other listed as a meaning. But some people will say that 眉 is the part where hair grows, and 眉毛 is the hair itself and not the part where it grows. But again, most of the time people aren't intending to make a distinction when they use one or the other.
