I have always thought that this expression was reserved for outcomes that were perceived to be undesirable---is it OK to use it when you are actually hoping for the "chance in ten thousand" to happen? It could just be that the person who wrote it doesn't know how to use it. Or maybe it's a rare or obsolete usage and they don't realize that. I wouldn't rely on sentences from Tatoeba.
