That's generally my impression as well, but you're talking about a sentence that anyone could have written. It could just be that the person who wrote it doesn't know how to use it. Or maybe it's a rare or obsolete usage and they don't realize that. I wouldn't rely on sentences from Tatoeba.

I have always thought that this expression was reserved for outcomes that were perceived to be undesirable---is it OK to use it when you are actually hoping for the "chance in ten thousand" to happen?
