Aah... I thinked I looked it not too long and it was not saying pretty much...
I probably mixed up with somewhere else.
So, he was saying the rules are decided from the start... Thank you!
Now, I will not miss to look thorougly on Jisho before asking. ^
Funny, I didn't knew this meaning of いつだって... Or maybe I simply guessed it while reading a bunch of times and never actually paid attention to it. x)

While playing another of my video games, I came across a sentence in which, curiously enough, I have difficulties to understand the subtility of the meaning (it's a pretty basic text, though...).
I was wondering how to understand the meaning of いつだって, in it.
Here is the text:
"ゲームには常にルールがあるんです。
守らなきゃいけないルール。
いつだって、最初から強制強的に決まっていること。"
It's throwing me off, because I don't see what it's doing here? Or more, the last line is just a bit difficult to understand (I know, it's pretty basic, and still... It juste happens, sometimes...)
So, should I understand the text as follow?
"In games, there are always rules.
Rules you need to follow.
When? They have been arbitrary decided from the start."
But then, the sentence seems a bit strange to me... Can someone help me with this?
