For me, at least, I seems to see じゃないか a lot when it comes to sooth an affirmation or a question.
It's more like an expression, although it can be like you said "isn't" too.
Your sentence look to me as if the personne is saying "Oh my, am I not perfectly happy for you ? That's good.".
The translation on Jisho is maybe more litteral than what it looks, at first glance.
But since I'm still a learner too, don't hesitate to correct me if I'm wrong.

Not Sure about This Translation
So it localizes well, but this translation I think is a bit confusing with some exsplination. Correct me if I am wrong about this.
As far as I can tell, this translates directly as "this is very delightful isn't it?"
I am still learning Japanese and I had to puzzle through this a bit because "じゃない" is usually a negative. However, "じゃないか" can mean "isn't it?" This threw me off at first. The English equivalent phrase is "I am very happy for you" which is why I say it localizes well, just some of the fine points of Japanese can make it a little confusing at first glance.
