I found out that this expression is missing in Jisho.org.
Its meaning is:
"Lucky you!"
or
"I wish I could be you!"
(according to the 小学館 和伊中辞典)

How can I add this entry?

Isn't this only said ironically? Or kind of... like... when you're giving the other person a hard time? Or maybe it originally had a more genuine meaning, but is often used ironically.
