Is this correct? Does it mean that 形 only applies to "form", and 容 only applies to "shape; figure"?

No, they just don't have a way in the system to say "only two things" so they say "Only this. Only that" instead of "Only this and that". They're excluding 貌, the other way you can write the word.

This is something that I didn't like when I made it. I always intended to come back to that code to make the phrasing better. I still intend to, one day :)
