Wikipedia definition
2. Defective pixelDefective pixels are pixels on a liquid crystal display (LCD) that are not performing as expected. Of those, a dead pixel never shows light, and a stuck pixel always shows light (typically red, blue or green), when the device is active. The ISO standard ISO 13406-2 distinguishes between three different types of defective pixels, while hardware companies tend to have further distinguishing types.
