I think you can use 短躯 for that.
短い means short in length. 低い means short in height.
If you want to say a person is short, you'd typically say [person]は背が低いです
背が高い and 背が低い are very common expressions for talking about the height of people.
@DoubleZeta this is technically an accurate word for a person who is short, I could only find 4 examples of its use in the balanced corpus of contemporary written Japanese. That's an indication that it's extremely rare.
@Leebo I went looking for it on the JP Wikipedia article for Pepin the Short (ピピン短躯王), since I figured it was most likely used for nicknames and titles rather than being a common adjective for describing people.

Just wondering. Can this be used in reference to a person to say that they are short (Not tall)
For Example: 僕は短いです (I'm short.)
