when is rains it pours?

when it rains it pours seems like the equivilent to what we would say as a general expression.
But what is this expression really saying?
Is it more along the lines of "'everything being piled happens'" with the context of if everything builds up, it will (eventually) happen.
Which is where the english say the rain pour expression?
