Daijisen: 電気によって発生する熱。電気抵抗やアーク放電によるものなどがある。
So I'd guess it means the heat that is produced when current flows through something. Not "heat transfer". But maybe in certain contexts it makes sense to translate accordingly.

Electric heat or Heat transfer?
Hello, I'm just trying to figure out the correct translation of 電熱 I see the logic for it to be electric heat, but in the partially translated document I'm using I see it as heat transfer. Very often these partially translated documents they provide us for our studies have misleading translations. Can you please help me?
