Does that article even say what the kanji means? Every time I try to read it, my brain just shuts off.
I'm guessing you're not being serious about wanting it in Jisho, but since it can't even be represented in fonts, I don't see why Jisho would want to include it.
It says that it's probably a 幽霊名字 and that there's one ramen shop in Matsudo, Chiba that uses it. I tried to find the shop online but I only found this one: http://www.mapion.co.jp/phonebook/M01002/22133/22230534708/

But yeah definitely no way to include characters that don't even have Unicode codepoints.

When Unicode adds it we can ask Jim Breen to include it in the Kanjidic2 database that drive Jisho ;)
