Why is there a し before つづ 続けるのか?

Is that a typo or is the し really supposed to be there?

This is the "-masu stem + 続く" form, which indicates "keep on ~ing; keep on doing X", applied to the verb する. In this case, the verb in question is 膨張する "to expand".
