what`s the meaning of ''夜が少し、動き出していた''?

by checking each word, I got:
夜=night
が = subject marker
少し = a little, a bit, a while..
動き出す = start moving

so て form + いる, we use it to express an ongoing actions, repeated actions, and resultant states.

with all this in mind, I can only understand this sentence as "the night has passed a little/bit" is this correct?, please let me know.
